Changeis, Inc. Appoints David Scali as Contract Strategist

Arlington, VA, May 9, 2023

Changeis, Inc. today is pleased to announce that David Scali has been appointed as Contract Strategist. In this role, Mr. Scali will provide subject matter expertise and leadership to Changeis’ growth initiatives.

Mr. Scali has over thirty-five (35) years of Federal acquisition experience and previously served as Director of the Acquisition Division at the Department of Transportation (DOT) Volpe Center, overseeing several groundbreaking contract programs, most notably the Government’s first set of multiple award task order contracts. After leaving Government service, he has provided growth and contract management consulting services that have led to significant contract wins for both large and small businesses. He has a broad and keen understanding of Federal acquisition management business processes.

Mr. Scali holds a Bachelor of Arts in Economics from the University of Massachusetts Boston and a Federal Acquisition Certification in Contracting.
